What Is "Net Neutrality"?

"Net neutrality" is whether there is a right which company that manages correspondence infrastructure offers QoS (quality of service) against date service which forward on the Internet. At present, the bill which is concerned Net Neutrality discussing at the assembly. There is a big problem now. By the boom in Internet in 1990s, we could use infrastructure of optical fiber, which can use at low price. However, now, this extra band decreases by popularization of broadband. It is need to invest in much infrastructure for corresponding popularization of broadband from now on. However, there is doubt weather company can invest for construction of infrastructure, which puts up with demand for correspondence that grows explosively.
However, we are not involved in Net Neutrality, so this problem needs to be thought by network businessmen.
